Do owner operators follow the same FMCSA rules as big fleets?

Yes. FMCSA does not scale its requirements by fleet size. A one-truck operation still needs driver qualification files, HOS records, a drug and alcohol testing program, Clearinghouse queries, and audit readiness, the same as a large carrier.

I am the only driver. Do I still need a drug and alcohol testing program?

Yes. Under 49 CFR Part 382, a CDL driver operating under their own authority must be enrolled in a DOT drug and alcohol testing program, which includes random testing, usually managed through a third-party consortium. Confirm the specifics that apply to your operation.
